The frenzy line was fixxed pretty recently, along with other class spell fixes I believe a few weeks ago.
Originally it had been giving its crazy hp regen and stats without the mana reduction so it was stupid op, now that it is fixxed and working correctly you get the stats and the hp regen but there is the mana reduction.
So right after you canni down and your high mana low health you just pop this on until you get your health back up, its not meant to be used all the time. Unfortunately
