I think it was nerfed. i was doing it 2 months ago on my druid, and i was still getting 3% at lvl 27. and just now tested it on my 13 monk, and im getting 3%\
update: Just tested on my 20 Wiz, went to the Gfay turn in. got 5% . looks like they ninja nerfed James because it was too easy to cheese on the bridge.
