Seriously OP, the level of entitlement you expect is embarrassing. Dial a Port is an incredibly casual guild with a very limited rule set for its members. It's not even a new rule. When I joined Dial in 2015 it was already established that each member had the right to set their own rates. And why not? We get stiffed all the time. Sure, some people pay quite generously, but does that mean we just eat it when someone feels like wasting our time? Personally, I found the rates were better in the long run when I didn't set prices up front, but I did try it after a frustrating weekend with abnormally high rates of stiffs.
