Theres situations where asking for a flat rate makes sense, like if someone is asking for a string of ports or special services like binds or xfers (can take a lot of time and if they decide to stiff you you've likely missed out on several opportunities by then.) I'm not a fan of asking for a flat rate for a single port, but that's that dude's business. My experience has been that the good will you generate from just accepting a job and executing it efficiently without bringing up money tends to net you more, though.
