On 6/10/2017 I took a halfling rogue (Minnan) that worships Brell Serillis into The Hole in order to complete the Shiny Robe of the Underfoot quest. Through searching previous forum posts I was able to confirm that it should be possible to complete the quest with this character, although after turning in, the character would be killed by Kejar.
I turned in my Shiny Metallic Robes to Kejar (with Hide / Sneak, Hide breaking upon initiating trade) and received no completed quest notification and was promptly killed. Upon returning to my corpse I found that I no longer had Shiny Metallic Robes and I had also not received either possible quest reward.
This appears to have been an issue previously in 2011 and was supposed to have been fixed in a previous patch, please see:

It is also to be debated that Kejar should not be KOS to this type of character period as I believe he should be on the same faction as the Elementals. Please see (flimsy proof on this but this isn't the main issue):
