He spawns from the same cycle that Hasten Bootstrutter is on.
Jboots farmers will attempt to get Hasten up
Raid Guilds will snipe Z when they feel like it for MQ $$$
Definitely spawns unless its recently broken (99% chance it's not broken)
Kill more.
