But let's real talk about big China
China has abstained from nearly every U.N resolution which has involved any G8 member voting in favor of, including use of force to foster peace, peacekeeping, and the voluntary commitments to re-building impoverished nations. Some nation could be completely devastated by a earthquake (aka Japan) and China would abstain simply on the basis that Japan is a G8, and it's G8 allies would help.
It's also funny because the G8 members have routinely made it obvious that they wont stand for human rights violations which is the main reasoning behind the air strikes in Libya, but the G8 will never lift a hostile hand to China, no matter what the Chinese government does to it's citizens or refugee population the U.N stops short of sending a fax saying "Don't do it again" mostly empty threats and promises.
If the 9/11 attacks were perpetrated by Chinese nationals do you think big W. would've sent naval bombardments and ground troops to siege Beijing? In essence China can do what it wants, when it wants with zero repercussion by the world at large and it comes down to it's might in both the military and economic spheres.
All I'm saying is it's hard to victimize a group of people that continually violate civil rights, that has the western world in a stranglehold through debt, that has the military and nuclear firepower to wipe the world of every human in existence, it's hard to victimize a country that has made it obvious over the last few decades it only cares about how much power it can attain on a national level.
