The only scheduled despawn/respawn is at 10 AM. The other respawns listed are if you kill the ph during the correct window. To get a mob to pop between 7-8 pm, you have to kill the one at 10 AM.
If you kill the PH at 5 pm, it will spawn around 28 minutes later at 2 am.
