PvP is an atrociously balanced afterthought to EQ. Having a server dedicated to it makes as much sense as a server dedicated to the Baking trade skill.

I've seen "balanced" pvp where a cleric wins all their 1v1s. You likely wouldn't know what balanced looks like even if you saw it. The only afterthought you can have on blue is how useless all the gear you obtain is once you get it. The pinnacle of your success is measured in the amount of players who'll inspect you while you go AFK in EC tunnel all day. Better check your logs to see how cool you are.
