If I remember right, those firepots were disabled pre-kunark. At least that's what research back on Alla proved back in 2010. That's why they were disabled.
The tunnel in the video is actually the zoneline for neriakd - Neriak Palace - which was a zone Zatozia made back when she worked for Sony Online Entertainment that was never completed, nor do files exist publicly to enter this area.
The interesting thing is that neriakd still exists in modern eq's client as a zone name. In the trilogy client, you can see zones like Aviak Village, The Pit of Bone, and a few others I can't remember off of the top of my head.
