Read some accounts of Westerners doing business in China, especially as it pertains to high-precision, advanced manufacturing. They have a culture of graft, swindle, and cutting corners that severely undermines their competitiveness in high-tech endeavors.

For example it's widely known that if you order steel from China with certain specifications (% magnesium, dimensions to the mm), it's a crapshoot what you'll actually get. California learned this when they ordered cheap Chinese steel for the new SF bay bridge and it was all barely usable or unusable. Tech companies that do successfully manufacture in China do so because they directly control the supply chain and oversee the production themselves, which obviously isn't scalable to an entire economy.
