I had this issue when I first started P99. It was regular hitching every so often. It wasn't constant but it was regular enough to be highly annoying and cause problems pulling mobs. My issue turned out to be that I had EQ installed on my 3TB gaming drive which is separate from my OS SSD drive. I moved my EQ directory to my local SSD drive and it cleared up the hitching for the last year or so.
Recently, the hitching has sort of returned. It's not as often or as bad so I don't think it's the same thing..maybe just lag or something. Not sure. Haven't resolved the newest iteration of this issue.
