Shame on you lol.
I would clear out logs by moving them to a new folder. Then go into options and turn off tell windows. Log out completely with camp and quit and everything. Then log back in and turn them on.
If that doesn't work then I would say you have a connection issue that just isn't letting you send tells.
All else fails reinstall EQ and chalk it up to not going AFK with your tag on
