Redwind! He's a wandering SK mob in Everfrost, level 27ish. Casts SK/necro spells, harm touches. I don't know a higher level orc (the Shraloks are all below him) in the P99 era.
If you're questing for an Ivy Etched Bracer at this point in the timeline its low value/not easy to sell.
Leveling Barbarians coming out of Halas might run into him by accident while scouting the open area making him dangerous, especially with that HT.
I think this went on because barbarians are underrepresented on P99 (versus live) as Halas/Qeynos/etc are effectively deserted areas
