Either the PvP is fun or it isn't. Throwing on a huge penalty for dying doesn't make the actual PvP more enjoyable or encourage more people to take part.
I suspect that most current players would say that plugging/camping is already so common that people are still terrified of taking a PvP death. Most seem pretty motivated to avoid getting yellow texted, let alone calling LNS or heaven forbid Force LNS.
