yeah I was more considering if someone can bring a 60 rogue or 60 bard. Looks like bard is most valuable in tank group or as a manabot.

Rogue is better and usually easier to eat faction hits in zones like NTOV. However, I would guess a bard's utility on a raid like hate, HOT, POG, Sky etc, outweighs the extra dps of a rogue.
