If by writing skills you mean knowledge of grammar then you are correct. grammar is arbitrary. it is learned or not learned; used or not used according to the arbitrary rules. if we believe that intelligence is organic and not something you can learn then grammar would be irrelevant to it. the most intelligent man in the world might grow up in a Calcutta slum, be illiterate, and never do anything special; he would still be the most intelligent man in the world.

If by writing skills you mean arranging logical thoughts into a valid and sound argument that communicates to others your thinking process then I disagree. Writing skills, in this sense, wouldn't be the only type of intelligence, but it would be one of them.
