I took a look at your guild's charter. It's pretty restrictive in terms of how you can equip your character with the limits allowed, but since I'm a dirty rotten scoundrel - this is what I would do with a Wood Elf Ranger.

1) Run the Kelethin - Felwithe mail from levels 1 to 7. If you run in a straight line, this is actually faster than killing mobs solo in patchwork for the level 3-7 stretch. You will also net over 50pp doing this.
2) Hunt down a guildmate that is a smith. Buy the materials on your own for a set of full small banded and a Forged bastard sword. Politely come to wherever is most convenient for them to click the button a few times, and also pick up a merchant sold longbow, fletching kit, and a small round shield.
3) I would now level from 7 to 9 off of orcs or dwarven skeletons in butcherblock. Your guild rules prevent my selling the belts or bone chips to other players for lucrative prices, so you could either bank them or sell them to guild mates. Either way, cloth armor and rusties drop for vendor bait and that's my goal.
4) I would now have close to 30 plat (run the mail a few more times if needed) and my next step is preparing for the long haul. I would locate a high level magician (EC tunnel or Ocean of Tears - Seafury Island) and I would politely request some summoned items. A staff of Symbols, a sword of runes (or 2), a modulation rod, and probably 6 glowing backpacks.

Your guild rules state that I can accept buffs from ANY other player in the game. I don't see a reason why summoned items wouldn't fall into this list, so I would offer the Magician my plat as a tip and then use those items to reach into the 20's. The mod rod's ratio is a winner, and the glowing backpacks are the big deal which allow you to vendor EVERYTHING. Ground twink the summoned items to a level 1 alt before logging for the night and have the twink die to store the items on a corpse. Then pick them up for the next day's play session.

Once my ranger is in the 20's (upper end hopefully), I'd see about speaking with multiple guild mates about making a RunnyEye excursion for blackened alloy armor and especially a blackened alloy bastard sword. Your guild rules prevent your going in low and just having a higher level guildmate getting them for you - I believe you have to be within a certain level range of the mob that drops them. So I'd shoot for that as the sword drops often and is a much better ratio than anything you could easily obtain from another source.

After that, it's armor quest time or time to just keep leveling and try to get within range of other armor / weapon sources with guildmates. The mage items would be a big boost in assisting to get to the 20's though.
