How would a new red server not end up in the same state that the current one is in?

unfixed early exploits
no initial guard assist
entire guild bans
huge changes to pvp rules throughout its lifecycle.
radically changing experience rates
global ooc, exp loss on pvp deaths, yellow text.
level 10s with epics, which you can no longer do but the damage has been done.
red has a very tumultuous history that has a deleterious effect on server stability and player retention.
those are reasons enough to wipe or reboot the current server, moving forward i think that we need item loot, teams, or both.
