anyone? a little assistance?

here is my set up
CPU: AMD FX-9590 4.70 GHz (5.0GHz Turbo) Eight-Core AM3+ CPU 8MB L2 Cache & Turbo Core Technology ((( currently running at 4.7 GHZ )))
MOTHERBOARD: * GIGABYTE 990FXA-UD3 AMD 990 ATX w/ Ultra Durable 3
OVERCLOCK: No Overclocking
POWERSUPPLY: 750 Watts - EVGA SuperNOVA NEX750B 80 Plus Bronze Modular Power Supply
and I had this VIDEO: XFX Double D AMD Radeon R9 280 3GB GDDR5 PCIe 3.0 x16 Video Card (Single Card) which has not been swapped out for
RADEON RX 480


not a super savy computer guy, but last time I ( mind you, I was getting that 1070 error code I think it was ) I lowered my voltages or something in bios to slow my computer down, and it worked. but my computer ran just as little off for everything else, and took a really long time to boot up.

I don't know if that's the proper way to do it... maybe I did back off the clock speed? I can't rememeber, it was a year ago.

I'm sure someone much smarter can help me out?
