It wasn't commonly accepted that making a pass on your inferiors at work was a form of coercive rape back in Bill's day. We should keep in mind that Bill would probably have been a little less sexually reckless in modern times then he was in the 90s. I doubt he was thinking "wtf is she going to do about it mwahhahaha."
The same goes for FDR, JFK and all the other womanizer presidents we have had in the past.
