I've tested this extensively in beta, and I can assure you it is working like it was back in the day.
When you kill a Froglok Hunter, either a Froglok Hunter respawns, or a named on the hunter cycle spawns.
The only difference with classic kunark is that the hunters (and the foragers for that matter) do seem to spawn in the SE area of the zone a lot more than I was used to. I used to set up at river-meets-lake and with my bard I was able to pick up most of the forager respawns on track. Not on p99 though, on beta I p-leveled a ranger to 45 just to be able to have full track and do the hunter/forager cycle.
