Kansas City/Okhlahoma City bombing was not a military grade explosive device.
The Boston marathon was not a military grade explosive device.
Both attacks were focused, narrow scope, and targeted.
Nobody is tossing grenades through restaurant windows in the USA. Nobody has to worry about walking down the sidewalk randomly getting blown up by shrapnel.
