Yetis in the western end of Dreadlands are known to have low hp for their level, one my favorite leveling spots. Someone told me once they are on casters tables for HP despite being melee, don't know if it's true but they die quickly

Stalag guys in Crystal Caverns also have low hp and there's lots of them, but I think they're like lvl 35-38 or something, like 2/3rds are blue to a 45
