It's a hard question, should be easy but in my experience very hard.

Looking from my point of view, 4 years on vz/tz "balancing" is nearly always biased towards the people who complain / know the GM's the best.

So basicly the people who whine the most gets there way, which ends up in less balance then the original game.

Then when you try to fix the unbalance (like when i tried to fix the broken druid epic on vztz) you'll have people lasher trolling you and saying "it's working perfectly fine, bye" (Sorry pal, but you know this happened.)

I don't know, i think original and as little input from the community as possible is the way to go, from my experience listening to any input from the community when it comes to balancing ends up in broken shit.
