the skill point spending cap on tradeskills is 21.
Depending on the class, skill points can be pretty pointless, so you can safely spend them on tradeskills, weapon skills, alcohol tolerance or what have you.
However for some skills like Hide & Sneak, or Mend, or Bind Wound, it can be nice to actually get the skill up a bit with skill points so it's efficient fastet than slowly grinding your way to capping it.
As for swimming, just go AFK in a pond swiming in circle sometimes while you're cooking or toilet-break or something and that should cap it just fine
