it's not criminalized, but it certainly is highly disincentivised to hire american citizens. not sure where you got the white thing from, if anything this disproportionately affected black communities more than any other race which i'm sure hasn't helped any of those socioeconomic reasons liberals like to cite to excuse inner city crime statistics. like idk just saying more black dads would stick around if they had gainful employment and the kind of stable life these jobs used to provide americans.
