I am sorry, but if this person spent months collecting these things they deserve the levels for being clever and finding a quest where this was possible.
Think about it, people also spend tons of time camping seafuries to get 1k a day, yet a guy created a lvl 1 today and got scimitar of mistwalker, thex dagger and guise screwing around in toxx forest killing snakes.
These are comparable situations, and they either should both be accepted or both not be accepted.
edit: In fact, the worse situation is the guy who created the level 1 and spent an evening in toxx. he invested much less time for far greater reward
