Empire had 2 monks cubby bound which made it a lot easier to pull everything to trips. Also people had no intention of stopping empire from getting loot as they do for tune. There are like 6-8 people who have nothing better to do but follow apex around trying to disrupt raids as often as possible. Those points coupled with the fact that empire had literally double apex numbers make it fairly self-explanatory why it is becoming such an issue.

OK so Empire had two cubby bound monks for easier pulling and people hate the Apex guild leadership so much they are willing to dedicate time to dispelling raid mobs.
So we should change the rules.
