I cannot control what Detoxx labels his posts, but I can assure you, "Current Rotations Agreed to by All Top Entities" is not a proper title. Something more along the lines of "Aftermath's Ideas for Rotations" would be better.
In before "Awakened is not a top entity" trolls.
But yes, the Ring War Rotation is open to anyone provided they show the ability to complete it. At least, currently that is what is agreed to by those in it. (Aftermath, Awakened, CSG, and Rustle)
