Looks like around... the 1830's they figured out how to exploit term limits by bending the knee to 1 of 2 parties that would forever rule the system thanks to the broken first past the post system they designed.
Its like making a video game... releasing it... and never having a hotfix after it turns out you can just turn in easily crafted cloth mats to an NPC and level to 60 in 24hrs
