And training on a SZ-style server would be different than the guilds training eachother in p99 how? Oh, yeah, it would be legal and the GM's could get some real work done instead of babysitting raid zones.
It works itself out in the end. Guilds get tired of endless trains and come to a truce, or they say "hey, soandso is raiding fear, lets get hate done while they are busy" and so on.
You will have exceptions like Abacab who would never tire watching guilds crumble over and over, but there are ways around that.
