We would have to have proper tov drop rates for a rotation to work. 1-3 items, mostly 2, is not only not classic but just feeds the every 3, 5, and 7 day binge.
The problem was in Kunark we had so many guild and everything was easy. Now we have, for all intents and purposes, 3 entities that do ToV/VP. The problem with that is it locks out all guild growth. Instances work, open world is ok with limited rules, the way it is now just isn't fun most of the time for anyone.
