You can definitely go down to hags as early as 34 or maybe even earlier. 36 is just when I found my way there.
They were pretty easy at that level.
Just make sure you keep away from the ceiling, there is a bug that makes knockback spells pop you up a level in that zone. So either make sure to interrupt their gfluxes or pull them onto the stairs.
