Well, for my situation, I didn't realize my pc has been on for a few weeks straight! LOL So several reboots later it was all working correctly again.
I know that if I was going to wipe/reload, I would change the directory name again, too. Sometimes - no, a lot of times - windows keeps a "memory" of sorts. So re-installing to the same directory gave the same issue. Change directory name, and it works famously again. Why? I have no clue. But when I was working on pc's I noticed it all the way back from Windows 95 as an occurrence, and even on Win7, 8 and 10 it happens once in a while.
