Well they are sort of like awacs planes, you know the ones with the giant round radar dish ontop of them? But these are more hardened for nuke explosions and are for relaying command and control communications during nuclear and emp attacks. Like they are able to relay data to our boomers (nuclear missile subs) and attack subs where when satellites and such may have been destroyed.

Now you want to know why they exist? They took away the ability of US boomers to manually launch. So basically, if a boomer is unable to receive the launch codes prior to launching, they are just hunks of metal at the bottom of the ocean. Not so for Russia and China, but for the US if communications are blocked, our boomers are dead in the water. Most of this kind of stuff started during the Clinton administration and was reinforced during the 0bama administration.

Like I remember one very disturbing protocol change, the US would not launch a retaliation strike until AFTER we were hit by a first strike. Not until nukes were confirmed going off on the ground, then we would launch. Which means likely we wouldn't, or more like couldn't.

Now this all pretty much says "hey you have a chance to win against us and receive no retaliation" which pretty much nullifies the Reagan MAD doctrine. Of course though, this would require a good amount of precision on the part of the attacker. It's sort of like telling a cop he can't defend himself from a black gunman until after he has confirmation the gunman is killing him, after the fact. Oh and leave the bullets at HQ as an extra safety precaution.

Now what gets really bizarre, 0bama and HRC sold Russia a bunch of tech to do exactly that, increase precision of nuclear delivery systems to on par with our own. Such as they gave them our cruise missile tech among other things, even built them their own version of Silicon Valley (money went to the Clinton Foundation). With such tech, we may not even have 15min warning, more like a very few minutes depending on the scenario, if even that. And as I mentioned about the Satan II nuke (big enough to destroy france in one pop) and now the Demon (possibly much bigger), our doomsday planes would most definitely vaporize before any such transmission to our boomers.

...and we only concern ourselves with climate change.

edit: oh and to add, why was this thing hovering Colorado. Well that's where NORAD is located. So that plane was the first link from high command for a nuclear war. Damn ghost ship flying around.
