This is happening anyway. A bunch of people show up to roll and "sell" the loot rights for 1 copper.

Does it suck to see it get sold, yes. But you can apply that to anything on P99. Scout turn ins, Hierophant camp in Seb, KDT in Kael. There's plenty of content people just farm to sell when plenty of people want to do it legit for their own use. Just the way of the server.

I mean, I just disagree that those examples are comparable to logging in at a very precise time, randoming, and logging back out.
I leave my character at the camp in EW, because I just can't do this every day. I can't keep tracking down a port, banking to have plat for that port (I'm a monk), the on-foot travel time, then whatever additional time is set aside to make sure I'm not late for the roll and miss it. I want to be able to play my character again!
I've lost to the same guy on two consecutive days.
I've lost to a different guy two consecutive days and a third time on the fourth day same person 3-of-4 days).
I've lost with a 987, because the person who rolled a 998 couldn't get the guy who was intending to loot the head and do the turn-in out there before Garadain died, then won it again literally 2 days later for a different person to loot and turn-in.
It's just crazy. You know there wouldn't be so much competition every single day if a once-a-day bottleneck like this required the same person doing the quest to be the same person looting the head.
