Why don't they all have a fourth tier? or if this fourth tier is post-velious why did dwarves get it in the first place?

When in the timeline do other races get upgrades to match dwarves? is it after luclin? or slightly before luclin? Not the blue diamond stuff, but isn't there anything between what we have now and that? |
Same reason they get BARREL ROLL and no other races get that! Dwarfs need nerfed. NOW.
OR, give other races barrel roll AND 4th tier crafting recipes!
