When you're charming a mob that hits you for 180 and is dw'ing and hasted ... you'll be surprised how quickly you put on the extra cha gear... the 50hp you gain from rokyl's becomes insignificant as opposed to the 25 cha from a crude stein.
Charm would always work at lower levels, it's just the difference between it and your animation in terms of being able to solo effectively isn't massive.
Given how OP npc casters are in game, i'd say charming a desert madman at the appropriate level would make for some nice levelling. Also there's the bonus that when charm breaks with a caster they usually try and cast on your before hitting you, and if you're quick you can mez before their nuke lands.
