This is definitely not a classic mob. I am unaware of any level 60 NPCs before Kunark was released. So the fact that he's in the game is one thing, but he definitely shouldn't be able to be killed without a full raid party, nor should he have any loot at this time.

i tried to kill his pet bear. he came out of nowhere and hit me with arrows. his arrows hit for 272 damage.

it's like you make the atomic bomb (server) and you don't want to let other countries (guilds) have nuclear secrets (under the radar information). it's gm's business and no one else's or else everyone gets nuked. letting Iran or North Korea beta test and keep the successful nukes, makes other countries uncomfortable.
