I got the duplicate lore item issue on turn in and petitioned at about 2:45 am EDT. Logged in a few minutes ago to find i was at "the spot" in EC with my reward in my inventory.
I don't know what (if anything) will happen to the people who won peggy cloaks and already had one. Perhaps they're stuck with an extra in the bank for corpse runs?
