If you're referring to hitting ALT+Enter to go to Full Screen mode, I sometimes hit this on accident when rotating my camera view and I get an error and crash, and can't relaunch.
It keeps relaunching in full screen and giving some error that the file couldn't be found or error processing file or what not. I went into my eqclient.ini file and manually changed WindowMode = FALSE to WindowMode = TRUE and that fixed it for me.
I am not using WinEQ, I believe the devs said this can help alleviate some windowed mode problems, but for whatever reason I can't get that program to run for me.

Move your Eq folder out of program files folder.
