It is possible to sneak turn in to wenglawks but the wizard that shares the room with him makes it so one of 4 things need to happen for it to be done in a safe manner. Either
1) you wait until the wizard in the room with wenglawks paths away from that room (an infrequent occurrence, maybe once an in game week?) or
2) someone with giant faction hails the wizard in the chamber to look away from your sneaky turn-in or
3) someone trains the nearby mobs including the wizard mercilessly allowing you to do your turn-in or
4) a group of individuals is actively slaughtering that room,
you can also try feigning or getting SoW and trying to leg it yourself, but the wizard ice cometting you might result in ranger gate.
The turn-in to Kellek requires option 4) or some sort of lull for a few mobs in that room.
The siren scales can prove difficult to acquire. They charm and smash you against the rocks in cobalt scar, and siren's grotto is a tough gig.
