it depends on what you want to do. are you wanting to solo / duo, or group mostly? some enchanters prefer not to have to deal with the hassle of a charm pet and instead put their mana into cc and buffs for their group. if that's your style, you may want to focus on INT.
if you plan on charming (which you should), you absolutely want to prioritize CHA before everything else. the most mana costly thing for enchanters is dealing with charm breaks (and clerics having to heal). the more CHA you have, the longer your charm duration lasts, which means you spend less mana dealing with breaks and end up with more mana than if you prioritized INT instead. if your puller is smart, you really don't end up spending much mana. your pet's dps does most of the work.
