This is broken. I've dug through all the patches and I see no mention of changes to how Harmony's targeting is handled (ie. changing it to single target, or targeted AoE). And while I may be shaky on some of things I "remember" from back in the day, I know that Harmony was always an AoE (and I started playing in July 1999).
In 1999 it was targeted AoE, in 2011 it is still targeted AoE. Even if you provide some sort of hard evidence that states otherwise, I'm still going to call bullshit (inb4 someone that never played a Druid/Ranger says, "BUT IT'S IN THE KUNARK SPELL FILE!")
