I still want to do some parsing but it seems quite clear that if I get that last 10 points of my offensive skills "fixed" I suddenly start hitting any and all mobs harder and more often, parsing right near rogues and monks.

10 points of offense should be, what 20-30 ATK? That's maybe 3% more damage. Human brains are not capable of accurately detecting that level of change in highly random data, which is why we invented the field of statistics. Go parse it sir.

It is indeed strange. I took a quick stab at searching the P99 patch notes and I guess maybe Kanras was most involved here (he once nerfed Paladin/SK pre-50 skillcaps).
