If you aren't planning on going over 39, then I agree that regen isn't a big deal.
Bear in mind that DE SK also have access to that 1 charge bind affinity ring, which could end up being very useful since you are not planning on min maxing your SK.
All your builds are going over 200+ str, so looks like your goal is achieved whatever is the race. DE look much better than Ogres as SK if you want my opinion.
