Are we talking the delicious jalapeņo ones or the nasty red ones, because that matters for imminent tangent. I only assumed the jalapeņo ones were available in my area do to large Mexican population. They didn't have them more populated whiter areas for a long time. I have never actually observed a Mexican eating them though, so the association may be unwarranted. Misplaced marketing too perhaps?
