There are pros and cons to both systems. In my experience I have dealt with more severe drama with a loot council. In a dkp system drama was more frequent, but more tame and usually about missing dkp, being bid up by other players, or disliking some aspect of the system. Good dkp systems usually require more leadership resources, and are very bad if your guild cannot or will not remove terrible players.
Personally I'd prefer one competent and respected person to hand out loot rather than a council. It works very well if the person knows what they are doing and are respected by the guild. Councils are more seen as more corruptable and there isn't a single person to blame if a bad call is made.
