I just did the ogre newbie route with an untwinked shaman. Instead of leaving Feerrott for Befallen or Blackburrow, like my characters usually do, I stayed and leveled there until 5, then moved to Innothule and killed frogs until 8, then went inside Upper Guk and was basically there until 24.
This was pretty much the fastest I have leveled up any character, with a minimal of effort. The ZEM for Upper Guk is insane and there's always frogs to kill, and the towns are one or two zones away (I had to go back to Oggok sometimes because troll shamans don't like ogre shamans). I don't think I will ever do another leveling path for an evil character again. I might leave Upper Guk for good in my 30s, but I'm gonna milk it until then. (My enchanter had great success doing ton knights down there as well from 24-30.)
